The Columbia County Development and Planning Services Committee on June 10 approved a package of contract renewals and vendor agreements for county facilities operations, extending several maintenance and service contracts through June 30, 2026.
The committee approved a second renewal and an amendment to the elevator maintenance agreement with Otis Elevator Company to continue coverage through 06/30/2026; the amendment adds a $400-per-month line item for pickup maintenance at the CSOs Administrative Building. Procurement staff noted the $400-per-month figure as the contract line in the documents presented to the committee.
Also approved on consent were: a one-year renewal (to 06/30/2026) with Northwest Exterminating Company for extermination services; a one-year renewal (to 06/30/2026) with Coastal Waste and Recycling of Georgia for refuse services (the county remains eligible for one additional one-year renewal under that contract); and a one-year renewal (to 06/30/2026) with AECOM Security Company for fire and intrusion monitoring services, with one one-year option remaining. Staff explained the AECOM agreement covers monitoring only and does not include purchase costs for specific hardware, which are procured separately when new devices are installed.
Procurement staff described a separate purchase approach for janitorial supplies in which the county will enter independent contractor agreements with two vendors — Southeastern Paper and CAMO Manufacturing Company — that use percentage-off pricing schedules to achieve lower unit costs on frequently purchased items. Staff said comparing bids on a line-item basis was difficult and that using two suppliers with negotiated percentage discounts provided better value.
Committee members asked clarifying questions about how contract pricing would scale as new county facilities (including Building A and an expanded Justice Center) come online; staff said changes in square footage and additional equipment needs would likely require revisiting unit pricing or contract scope when the county expands facilities. All renewal items and the janitorial supplier agreements were moved and seconded and were approved on consent; no roll-call vote totals were recorded in the meeting transcript.
The committee took the approvals as consent agenda items and did not place the contracts on the debate calendar. Staff noted no baseline increases to monitoring fees in the AECOM renewal and confirmed the elevator pickup maintenance fee would be included in the next fiscal-year billing cycle.
