Madison approves sale of two-acre Shunpike Road parcel to Ralstons for $26,000

The Madison City Redevelopment Commission voted to accept an offer of $26,000 for a two-acre parcel on Shunpike Road, approving Resolution 2025-4R at its June meeting.
Staff said the sale received only one bid, from Amy Ralston and her husband; staff and legal counsel recommended accepting the offer because it exceeded the parcel’s appraised value by $4,000. Amy Ralston told the commission she and her husband plan to construct two 50-by-100 buildings on the site for their commercial and residential construction business and possibly a cabinetry operation.
“I am Amy Ralston. My husband and I will be constructing 2, 50 by 100 buildings on the property for the purpose and use of commercial and residential construction business,” Ralston said at the podium. When a commissioner asked about other parcels in the industrial park, staff said track C will be taken by the Ralstons; other parcels are claimed by River City Printing and New Madison Brewery.
A resident identified as Sandy asked about ownership records showing some parcels listed under Madison Industrial Properties LLC and asked who the principals of that LLC are. Staff said the parcels to the west are listed under Madison Industrial Properties LLC while the parcels along Shunpike are owned by the City of Madison. The resident noted the LLC record shows a registered agent named Kai Kemp Kemper; staff did not provide additional principal names during the meeting.
Staff described the city’s selection criteria for industrial park sales as emphasizing opportunities that create jobs; staff said other past inquiries that did not create jobs were not pursued. Commissioners approved Resolution 2025-4R on a voice vote.
