The project as approved limits regular services to about 25 people, caps regular attendance at 35 and allows up to 75 people only for a few holidays each year; the site plan shows 21 parking stalls on the lot.
Staff recommended approval after finding the proposal meets the city’s conditional-use standards for places of worship in the rural-residential district, but the planning commission had recommended denial. The council’s approval includes several amendments added during deliberations to address neighbor concerns.
