The Des Moines Zoning Board of Adjustment denied a conditional-use request to use up to 3,000 square feet of a building at 1020 Army Post Road as an event venue, with staff and board members stressing the site lacks sufficient off-street parking and could create impacts for neighboring residences.

Bert Drost, planning staff, said the building was originally designed as a furniture store with limited parking and that the site currently shows eight off-street spaces. He noted that retail and assembly uses typically generate much higher parking demand and that the property owner could, at best, secure up to 10 additional spaces on the adjacent parcel if a parking agreement were reached. "We are concerned that having an event venue there while only providing 10 off-street parking spaces could definitely be problematic to the surrounding area," Drost said.

The applicant's representative, architect Matt Paley, said the property owner intends to pursue a parking agreement with neighboring lots and that the proposed event types would be limited to daytime or family events rather than large evening parties. The board expressed concerns about occupant load, code-required life-safety upgrades and how parking would spill into nearby residential streets.

After deliberation a motion to deny the conditional-use request carried. Board members said the lack of demonstrated, reliable parking and unclear event details made approval untenable; staff recommended denial on the parking and potential nuisance grounds. The applicant was advised to return with more concrete parking arrangements and building/fire-code solutions if the owner wishes to pursue a future application.
