Paulding County Department of Transportation staff recommended awarding the FY25 asphalt resurfacing contract for crumb-ground tire rubber-modified asphalt to the lowest responsive bidder, Bartow Paving Company Inc., at $1,110,590.27.
The project covers 2.36 miles of work including milling, patching, leveling and rubber-modified plant-mix resurfacing on two county roads in Commission Post 3: Angham Road and Arnold Lane. "PCDOT has reviewed the 5 bids and recommends awarding to the lowest reliable bidder, Bartow Paving Company in the amount of $1,110,590.27," DOT staff said during the presentation. The low bid was roughly 8.5% below the county estimate.
The Georgia Department of Natural Resources awarded an earlier grant of $96,500 that will pay only for the crumb-rubber additive and mixing; the county will allocate the remaining project balance from SPLOST (Special Purpose Local Option Sales Tax) road funds. The DOT presentation cited industry studies that adding crumb rubber to asphalt can improve rutting resistance, reduce fatigue cracking and extend pavement life, and noted a secondary environmental benefit of reusing scrap tires rather than sending them to landfills.
Staff confirmed five bids were received and that DOT used Georgia state contract pricing where applicable for related equipment purchases. The transcript records the recommendation to award but does not record a final vote to execute the contract during the meeting.
