Paulding County seeks nearly $700,000 GMP increase for Northeast Loop transmission main; route change requires creek boring

Paulding County staff asked the board to authorize a notice to proceed and approve an increase to the guaranteed maximum price (GMP) for the Northeast Loop transmission main project after design and right-of-way changes.
"The Richmond Creek currently supplies two-thirds of the water for the county. The transmission main will allow us to basically use 100% of water, so we'll be entirely on Paulding water," said the county presenter. Staff said the original alignment required multiple condemnations of commercial properties, prompting a reroute down Harmony Grove Church Road. The revised route initially proposed hanging the pipeline from a bridge, but after review with bridge designers the team concluded hanging the water main would not meet required safety factors.
To meet safety and structural requirements, staff proposed boring under the creek and placing the main roughly 25 feet underground before bringing it back up at the road shoulder. That change, staff said, increased costs. County staff asked for an increase of $699,546.08 to the GMP, bringing the not-to-exceed total to $16,670,081.08, funded from the renewal and extension fund. Staff also noted prior funding for other segments came from American Rescue Plan Act (ARPA) allocations.

Staff said the change also allows the county to join two sections of main that are being built concurrently and covers additional structural work not included in the previous GMP.
