Paulding County reviews 20-year transfer station contract with Capital Waste Services for Reynolds Road site

Paulding County staff presented a proposed contract with Capital Waste Services LLC (CWS) to construct, operate and maintain a solid waste transfer station at the county-owned Reynolds Road site.
"Capital Waste Services was selected to locate the transfer station here, and this contract outlines the construction operation and management of the solid waste transfer station," said Miss Littman, a county presenter. The county purchased the property in 2021 for $990,000 and issued an RFP in fall 2024 to lease and operate the site.
Under the contract as described to the board, CWS would build and operate the facility and pay a host fee to Paulding County; staff described a 20-year lease term with a contractual provision to reevaluate the host fee after five years. Tyler Ispe, a resident and local roll-off business owner, spoke during public participation in favor of the project, saying an additional transfer station would reduce travel times for haulers and provide business opportunities locally.
Commissioners asked for details about buffers and timelines. County staff said buffers on the south and east sides would be "at least 50 feet, 50 to 75 feet," and that a stream on the north side triggers state and county stream buffers and impervious setbacks. Staff estimated the facility could open in early 2026, with a first-quarter 2026 target if construction proceeds on schedule.
County staff emphasized the site will be a transfer station (material brought in and shipped out for disposal), not a landfill. They also said Capital Waste provided documentation of the landfill(s) where transferred waste will be accepted. If approved, staff said the transfer station is expected to provide resident services and reduce demand at the 7 Hills transfer station; the county would receive host-fee revenue tied to the volume of trash handled.
