Davenport council hears Civil Rights Commission complaints over hiring, salaries, remodel and staff authority

Davenport City Council members and the Civil Rights Commission (CRC) spent a May 20 work session clashing over who controls the commission’s staffing, salary-setting and budget authority, while also reviewing a delayed office renovation and an encumbered furniture purchase.

The CRC’s director, identified in the meeting as Director Lacey, told the council staff “have been usurping the commission’s authority” over hiring and pay and said the interference has blocked the CRC from filling investigator positions for more than a year. City Administrator Doug Maxiner explained the renovation work and furniture purchase had been encumbered in the financial system but “the purchase order was created… the vendor was never authorized for that purchase.”

Why it matters: The dispute touches the commission’s ability to operate independently under the Davenport civil‑rights ordinance and Iowa law, according to participants, and involves city staffing policy, HUD grant accounting and possible legal conflicts that the CRC says have hampered its enforcement work.

Council and commission members said a pattern of delayed or inconsistent responses from Human Resources, finance and the city attorney has prevented the CRC from hiring to its approved budget levels and from drawing down HUD funding in the correct fiscal years. Director Lacey said the…
