Chesapeake outlines proposed spending for Title I, II, III and IV federal grants for 2025–26

District staff presented the proposed uses and preliminary award estimates for federal grants under the Every Student Succeeds Act for the 2025–26 school year.

Dina Otwell Clinton, supervisor of English Learner programs, and colleagues summarized four grants and how the division proposes to allocate funds if final allocations match the preliminary figures: Title I Part A (projected award approximately $7,200,000) to support schoolwide programs at 14 Title I schools, with spending planned for salary and benefits for roughly 75 staff positions (curriculum coordinators, instructional coaches, family support specialists, teacher assistants), instructional materials, field experiences, educational software, tutoring services, and expanded family engagement; Title II Part A (award just over $1,000,000) to fund educator recruitment, retention, professional learning, support for beginning teachers and mentors, coaches for job-embedded professional development, and incentives for National Board–certified teachers; Title III Part A (projected roughly $149,000) combined with a proposed $150,000 transfer from Title IV to support services for an estimated 1,950 English learners representing 74 languages, including translation services, professional development and summer supports; and Title IV Part A (projected approximately $550,000) to support well-rounded education, safe and healthy learning environments, and effective technology use, with proposed spending on PSAT registration, AP and dual-enrollment support, musical instruments (including recorders and grade-strings instruments), STEAM expansion and maker spaces, and portions to support MTSS and a mental-health student support program.

The presenters emphasized the figures are preliminary and subject to final allocations expected in August or September. Staff said applications were developed with input from staff, families, community members and participating private schools where applicable.

No board votes were taken; the item appeared on the information agenda so staff may return with final allocations and budgeted line items once federal awards are confirmed.
