City hears consultant on ‘balanced decision process’; follows up with staff session

Corcoran City Council on Wednesday heard a presentation from consultant Jim Prosser on a “balanced decision process” intended to help the council and city staff prioritize limited time and manage risk when considering major projects and policy changes.

Prosser told the council the framework revolves around three decision phases — framing information needs, policy-level review and a decision discussion — and that the two things elected officials must manage are “time and risk.” He said, “Time kills all good ideas,” and urged the council to surface potential problems and public concerns early so staff can prepare responses.
