County launches No-Throw illegal-dumping reporter hub for residents and staff

Doña Ana County staff demonstrated an online “No-Throw” illegal-dumping reporter hub during the June 10 meeting and encouraged residents and county employees to use the tool.
Rebecca Martin, GIS administrator in Community Development, presented the hub and its mobile-friendly reporting form. The tool, built on ArcGIS Hub and modeled on Esri’s Citizen Problem Reporter, allows users to attach photos, pin a location on a map, and submit reports in English or Spanish. Martin said reports automatically trigger an email to the county codes department and populate a management dashboard that tracks open and completed reports and shows a heat map of dumping locations.
Martin showed a demonstration of the workflow: report creation, image attachment and submission. She noted the hub uses the county’s existing enterprise Esri agreement and that there is no additional software cost to the county for this configuration. Martin said the hub already is in limited use by environmental codes staff and that adding a short redirect or simple county URL and QR codes could make public access easier.
Sheriff’s Office representatives asked whether the hub could link to the relevant ordinances describing illegal dumping fines and prohibitions; Martin said staff could add links to codes and enforcement information. Commissioners suggested making the hub more prominent on the website and giving community partners QR cards or short links for outreach.
