Commission OKs Raygoza contracting site plan despite stormwater and proximity concerns

The Warrenton City Planning and Zoning Commission on June 12 approved a site plan for Raygoza Contracting Service LLC to build a multi-tenant commercial building on a 1.26-acre lot along Highway 47 east of Eastwood Street.
The submitted plan calls for a storefront-style building to house a contracting office and a hair salon, with a future 850-square-foot expansion shown on the drawings. Staff described challenges fitting stormwater detention on the L-shaped lot because a large swale runs through the property; the project team said they routed the drainage through a large culvert and squeezed detention into a narrow corridor to meet requirements. The commission approved the site plan by an 8-0 vote; the matter will be presented to the Board of Aldermen on June 17.
Planning staff reported the application met the city’s site-plan requirements. The project team noted the property uses an existing shared MoDOT driveway and will provide paved parking; no outdoor storage or yard activity is proposed. Commissioners asked about the building’s proximity to nearby residences: a member who lives near the site observed homes sit roughly 10 to 12 feet from the property line; the project representative said building and parking setbacks will leave approximately 15 to 20 feet of separation from homes on the adjacent property line.
Commission discussion also clarified that the project is intended as storefront/administrative uses and that outside storage would require a separate conditional-use review. One commissioner asked about the purpose of the future addition; the project representative said the expansion could include an overhead door for internal materials storage but confirmed no outside storage is planned at this time.
The motion to approve the Raygoza site plan (moved by Cullum, seconded by Cornell) passed unanimously, 8-0, and will be forwarded to the Board of Aldermen’s June 17 meeting for final consideration.
