MSD sewer upgrade in Clayton to begin 2025; city OKs temporary parking plan for businesses

The Board of Aldermen on May 27 authorized an intergovernmental agreement with the Metropolitan Saint Louis Sewer District (MSD) for sewer and stormwater improvements that will run through parts of Clayton and Richmond Heights.
City staff said the MSD project is required to comply with an Environmental Protection Agency consent decree and will replace roughly 9,200 feet of undersized wastewater sewer and 4,200 feet of undersized stormwater sewer across the project area. Construction was estimated to begin in early to mid‑2025 and last approximately three and a half years. The Clayton portion begins at Clayton Road and South Bemiston Avenue and continues up Bemiston to Davis Place; a smaller private‑property tie‑in was described as affecting businesses at 7801, 7807 and 7811 Clayton Road during phases of construction.
To reduce impact on those businesses, the city negotiated a temporary parking area on South Central Avenue and included construction and restoration details for that lot in the intergovernmental agreement. City staff recommended adoption of the ordinance authorizing the city manager to execute the IGA, and MSD representatives were present at the meeting to answer questions.
Aldermen thanked public works and staff for negotiating the accommodations. Alderman York and Alderman Fader said continued communication with affected property owners and tenant businesses would be important. The board gave unanimous consent to consider bill 7070 on the day of introduction and then voted to adopt the ordinance authorizing the IGA.
MSD will design, stage and construct the improvements under the terms of the IGA; the city will coordinate the temporary parking restoration as specified in the agreement. Construction phasing and detailed traffic and parking plans will be provided by MSD as the project moves into the construction schedule.
