Committee opens RFQs for juvenile court architectural services, agrees to involve Public Building Authority

Rutherford County officials opened four qualifications packages for architectural services to study space needs at the juvenile court building and to develop preliminary plans should funding and scope be approved.

County staff said the goal of the RFQ is to identify firms qualified to evaluate the existing building and recommend options that mostly work within the current footprint, perhaps with small additions, to address a reported shortage of courtroom and office space. Commissioners stressed the RFQ does not commit the county to construction; staff said funding would come through the budget process.

The committee received four responses, including submissions from Klein Sweeney & Associates (KSA), Koch Architecture, Johnson & Bailey Architects and Kingdom Development Group. Representatives from two firms briefly introduced themselves and described prior local projects. Committee members asked that the Public Building Authority (PBA) be given the RFQs to review in parallel with county staff, and that property management (Adam Dodd) be included in the review; the committee approved a motion to take the RFQs under advisement and send them to both the PBA and property management for evaluation.

Staff recommended each member review the RFQs and return recommendations at the July meeting; the PBA could advise on potential savings or alternatives and the county attorney and purchasing staff will also review qualifications and procurements. No architect was selected during the meeting.
