Council seeks clarification after housing‑choice waiting list drops by thousands

A council member said the waiting list chart in the packet showed a decline of roughly 6,000 people and asked whether the figure was a typo. A city or housing authority staff member responding at the meeting said the number was not a typo and that "over 5,000 households that were outside of our jurisdiction were removed from the waiting list." The staff member added that no households within the authority’s jurisdiction were removed but some applicants were moved to the top‑preference category.

The staff member said the housing authority is limiting the waiting list to the top preference category (those living within the housing authority jurisdiction) and that the jurisdiction includes Johnson, Iowa and Washington counties and part of Washington County; the parenthetical number in the report indicates the subset who are elderly, disabled or have minor children. The staff member said some entrants may have been qualified initially and later became ineligible or moved out of jurisdiction upon follow‑up contact.

Councilors asked for clearer reporting. The staff member agreed to add footnotes and further clarification to the information packet to explain the waiting‑list changes and how the top‑preference category is defined.
