Sergeant Matt Tice of the Iowa City Police Department described the compliance-check procedure to councilors: the checks use a helper under age 21 who attempts to buy tobacco or vapor products with no deception; the helper will present real ID and answer truthfully if asked about age. "There is absolutely no deceit, in this at all," Tice said.
