Trustees spent substantive time on bylaws language that, according to staff, may conflict with recent changes in state law. A staff member told the board that “with the new state law and how, committees will not have to be open to the public, they will have 10 minutes, if they're a regular standing committee. And so we wanna look at that language to make sure law and if you can wanna continue to have standing committees or if they're gonna be a volunteer group assigned a specific task.” The board requested that legal review the wording in Section 6 on page 27 and return with recommended edits or options, including removing or revising the section on standing committees.
Trustees also flagged an inaccurate statement in the draft bylaws concerning the Friends organization. The document states that “the membership of the Iowa City Public Library Friends Foundation consists solely of the trustees of the Iowa Saint Test Library,” language a trustee said was not true. The board asked staff to review and clarify the membership and the related MOU with the Friends Foundation and bring a recommendation to the next meeting.
The board discussed meeting logistics and electronic participation language (Article 5) and agreed to revisit meeting time and participation rules with incoming trustees. Votes to adopt the two policies were passed by voice vote; no roll call or named tally was recorded on the meeting record.
