The Cheyenne City Council on June 9 approved a three‑year subscription purchase, not to exceed $105,367.50, for Urban SDK — a web‑based vehicle traffic analytics platform that uses anonymized GPS and mapping metadata plus state crash data to map speeds, volumes, and likely crash locations.
Lieutenant Joel Hickerson of the Cheyenne Police Department described the product as an hourly‑updated mapping interface that can display historical vehicle traffic data and identify block‑by‑block speed and congestion patterns without the city installing physical sensors. Hickerson said the platform aggregates metadata from vehicle navigation systems and smartphone mapping applications and overlays it with crash records provided by the state.
Councilmembers who saw demonstrations said the platform’s outputs aligned with known trouble spots; some members said the tool could reduce the time and labor required to deploy hardware speed trailers and focus enforcement where it is most needed. Councilmember Layborn noted Central Avenue enforcement planned for the coming week and said the analytics would complement ongoing enforcement initiatives.
Council members and staff raised privacy questions; Hickerson said the data is anonymized broadcast metadata and does not provide personally identifiable information. The police department completed product demonstrations for councilmembers prior to the vote; the council approved the purchase.
