Sharon Littner asked the Columbia Borough Council whether leftover loan or grant funds could be passed on to a developer after a March 27 discussion with John B. Miller.
“The way it works is we would partner with them. They would do the work and contract with it. We we can't give them the buyer's money. It would have to be some sort of a partnership,” the presiding official said in response. The council clarified that the borough would remain involved in any such arrangement and could not simply transfer buyer funds to a private developer.
Littner said she was seeking follow‑up after prior remarks; council members confirmed the borough's role would be as a partner or contracting authority rather than a direct transfer of funds. No formal motion, new program or vote was recorded at the meeting; staff suggested further follow‑up through the borough's contracting and partnership process if the issue advances.
