ASHLAND COUNTY, Wis. — Highway Commissioner Matt Hinkle updated the Ashland County Highway Committee on a complaint about a crusher operating at a sand pit on State Highway 112 near Ashland.
Hinkle said an adjoining landowner north of the pit objected to a crusher and asked questions about use. Hinkle told the committee the city permitted crushing through a conditional-use permit for the project and that the county's jurisdiction is limited to reclamation permits (how the property is reclaimed after mining operations). He said the county does not have authority over ongoing zoning enforcement while the project is underway and recommended the landowner take concerns to the city zoning authority.
Hinkle said the crusher is being used to process excess concrete and blacktop that will be re-crushed and reused on the project. He said the county's reclamation review focuses on the property being restored when the pit closes and does not govern the day-to-day use of the site when city zoning and DOT permits apply.
What happens next
County staff told committee members they will refer the landowner to the city for zoning enforcement; county oversight will focus on reclamation at closure or if reclamation requirements are not met.
