One responsive bid was opened June 9, 2025, for ITB 25-04-PR, the Bay Oaks Recreational Campus redevelopment. Parsons Service Group submitted a complete bid of $450,615; a second submission from Welch Tennis Court was declared incomplete.
The bid opening was conducted by Deb Glavin, contract and procurement specialist, who said the solicitation was issued May 9, 2025, and bids were due June 9, 2025, at 12:30 p.m. The project scope listed in the solicitation includes irrigation, sod, pickleball courts and a loop trail at the Bay Oaks Recreational Campus.
“We received all the required documents,” Deb Glavin said during the opening. She also stated, “The ITB will be reviewed and recommended for award if it’s the most responsible and responsive bid.” No award was made at the opening.
Meeting speakers confirmed two bids were submitted and that one was incomplete. The procurement specialist said staff will review the complete submission for responsibility and responsiveness before making a recommendation to the appropriate awarding authority. The bid opening concluded and the meeting was adjourned at 1:01 p.m.
The solicitation and the staff review will determine whether Parsons Service Group’s bid moves forward to contract award; the transcript and staff remarks did not specify a timeline for the review or a date for any award decision.
