Staff described the project as a small training building (roughly 40 by 24.5 feet) on a county‑owned, approximately 9.8‑acre parcel (tax map 51‑A‑129) in the Fork Union planning area. The parcel is zoned I‑1 and already contains a community center on the front of the property; the proposed training building is on the rear portion.
The county’s technical review committee reviewed the sketch plan. VDOT said the proposed entrance appears acceptable but will need plan review; interim emergency‑services director Stephen Morris advised trip generation would be minimal; the health department said permits only become necessary if bathrooms are installed. Staff recommended approval of a sidewalk‑regulation variation under county code section 22‑23‑6, noting physical layout and the nature of the training use.
Commissioners questioned how sidewalks would fit with a longer‑range master plan for the planned business park on adjoining property. Staff explained that sidewalks are expected as part of the future industrial park master planning and would run through the park; sidewalks directly adjoining the training building site were not recommended because the facility is used for active training scenarios (including controlled burns) and pedestrian presence near training operations could create safety concerns.
After discussion the commission accepted the sketch plan and voted to approve the sidewalk variation. Staff will process the site plan approval paperwork and coordinate any required plan reviews with VDOT and other agencies.
