Council introduces International Property Maintenance Code ordinance for City of Perry

The City of Perry council held an introductory reading on Ordinance 10-54 on June 10, 2025, to adopt the 2024 edition of the International Property Maintenance Code (IPMC).
Staff described the IPMC as a model code that sets standards for the condition and maintenance of property, buildings and structures to ensure they are safe, sanitary and fit for occupancy. Staff said the proposed ordinance would give the city “teeth” to address residential and commercial property conditions and improve the code enforcement department’s ability to pursue violations.
Council members and staff discussed that the model code is updated periodically by the International Code Council (ICC) and that adopting the 2024 edition would establish published guidelines for the city to follow. Some council comments noted the code defines procedures for condemnation and demolition of unsafe structures and provides standards for utilities, permits and fees.
Staff did not provide a detailed enforcement schedule or projected budget impact for adopting the code during the introductory reading; the ordinance was introduced and will return for additional readings as required by city procedure.
