Board approves MOU raising homebound instruction rate to improve internal staffing options

The board approved a memorandum of understanding (MOU) that adjusts the hourly rate for homebound instruction — services provided when a student is temporarily unable to attend school due to medical or other qualifying reasons.
Administrators told the board the higher rate is intended to make internal staffing for homebound services more attractive to district teachers; if no bargaining unit members accept assignments at the higher rate, the district will continue to contract with outside providers to meet its legal obligation to provide services. "We would look at outside providers. The expense is normally a little different because parties do not," an administrator said in explaining the contingency.
The MOU was presented as required by the collective bargaining agreement (CBA) when the district seeks to alter the compensation terms for bargaining unit members. The board approved the MOU by voice vote.
Ending: The district will offer the higher rate to bargaining unit members; if no staff accept a particular assignment, the district will procure services from contracted vendors (the district named an existing contract with LearnWell as an outside provider used previously).
