Council prepares liquor license for downtown restaurant operators; transfer approved

The council voted to prepare a liquor license application and approved the change of license for two operators seeking to run a downtown seafood restaurant.

Nicole introduced Jason Kelly and James, who said they have worked in the business since about 2018 and have maintained liquor server certification. Jason Kelly said, “We’ve both been Jeff’s employees since about 2018. We love the St. Albans community,” and added they had no violations to report. Officials noted that St. Albans has a set of city liquor ordinances that supplement state rules and that the city can take enforcement actions independent of the state. A council member said the city sometimes takes a “more proactive role” and may consider local enforcement even if the state does not issue fines.

The operators said the current plan is to maintain the same operating hours and to provide indoor and limited outdoor seating (three tables under an awning for sidewalk service). Councilors moved to prepare and approve the license; the motion passed by voice vote. Staff requested that the applicants provide remaining documents such as lease and insurance as part of the licensing packet and reminded them about the city’s additional liquor ordinances and renewal review procedures.
