City manager seeks partners for $1.5M encampment-resolution funding and plans case-management rollout

Acting City Manager Manuel reported that the city is working to implement an encampment-resolution grant (approximately $1.5 million referenced by council discussion) and is evaluating service providers to deliver case management and navigation services. Council members asked for a public briefing and a digestible fact sheet describing the $1.5 million grant, the timeline, and how the city will use the funds; they emphasized the need for clarity for residents who have asked about the city’s plans.
Staff also said it is reviewing the governor’s model encampment ordinance and guidance from the California Interagency Council on Homelessness as potential tools for local policy and noted coordination with county programs and nonprofits will inform the city’s approach. No final contract or vendor was selected at the meeting; staff will report back with recommendations and requested briefing materials.
