The Fillmore City Council adopted Resolution 25-4077, identifying proposed projects to receive Road Maintenance and Rehabilitation Account (RMRA/SB 1) funds for fiscal year 2025–26 and accepted a carryover project list from fiscal year 2024–25. City engineer and staff told the council the city is projected to receive $462,000 in SB 1 funds for 2025–26 and that, together with a prior allocation carried over, converted federal-to-local funds and Transportation Development Act Article 8 money from the Ventura County Transportation Commission (VCTC), the city expects to assemble about $2.2 million for a resurfacing project.
Staff recommended and the council approved a budget adjustment of $737,677 to Fund 467 (Street Improvements) to support the resurfacing program. Staff said the preliminary list of street segments is based on a 2021 pavement study and that final segments may be adjusted when bids and design progress; any changes will be reported in the annual expenditure report to the state.
Council members asked whether work is full-depth repaving or repair; staff said the work is resurfacing and includes segments such as Santa Clara Avenue and Ventura Street, with some segments previously delayed pending water-line replacement work. Staff said in-water bridge work and other coordination with Caltrans and VCTC had delayed prior projects but the resurfacing is planned for the coming fiscal year. The motion to approve the budget adjustment and resolution passed by voice vote with no opposition recorded.
