The Fillmore City Council reintroduced and read a revised ordinance granting Crimson California Pipeline LP a nonexclusive franchise to operate certain existing hydrocarbon pipelines within the city. City staff said Crimson requested non-substantive administrative changes — for example, to the legal name used in the ordinance — that required the city to reintroduce the ordinance for a new reading.
City attorney and staff described the changes as administrative; there was no public comment at the public hearing portion of the item. Council member (mover) made a motion to approve the reading of the revised ordinance; the motion carried by voice vote with no recorded opposition and one absence at the prior meeting. No additional conditions or amendments were recorded in the action taken during this meeting.
The ordinance’s stated scope authorizes Crimson California Pipeline LP to construct, maintain, operate, repair, renew, change the size of and remove certain pipelines used for the transmission, collection, transportation and distribution of oil, gas, water or other hydrocarbons, consistent with franchise terms. Staff said the revisions were requested by the franchisee and were not substantive policy changes.
