Clallam County approves IT migration purchase order and EHR waiver for jail health records

PORT ANGELES, Wash. — Clallam County commissioners approved two technology-related items May 20: a purchase order for equipment to move county systems from cloud-based subscriptions back to locally installed software, and a consent-agenda waiver to contract with Providence Health and Services for Epic electronic health-record (EHR) software to support custody health records and a Medicaid reimbursement grant.
Todd (county staff member) told commissioners that many county applications migrated to cloud subscriptions over the past decade, increasing annual fees. The county is pursuing a “virtual to physical migration” for some software to control long-term licensing costs and purchased technology equipment from Connexion to support that shift.
Separately, the board approved, on the consent agenda, a waiver of the county—ompetitive-bidding process to work with Providence Health and Services for Epic — a commonly used electronic health-record system. Public commenter Stephanie Day praised the Epic transition earlier in the meeting, saying shared electronic records improve continuity of care for people reentering the community from custody.
The county said the Epic implementation is tied to pursuing a Health Care Authority (HCA) Medicaid reimbursement grant intended to help people leaving custody have their medical records transferred to community providers.
Both the Connexion purchase order and the waiver for the Epic procurement were approved by voice vote.
