The Winnsboro City Council approved resolutions to meet eligibility requirements and to authorize city representatives for an application to the Texas Community Development Block Grant (TXCDBG) Downtown Revitalization Grant program administered by the Texas Department of Agriculture (TDA).
Resolution 2025-11 designates an area of blight within the city to qualify for the TXCDBG Downtown Revitalization Grant; council members said the designated area in the packet includes locations needing sidewalk and lighting repair. Resolution 2025-12 authorizes the mayor, city administrator, finance director and city secretary to act as the city’s authorized representatives to execute the application, related contractual documents, environmental reviews and payment request forms.
The council opened a public hearing on submission of the TXCDBG application at 5:43 p.m.; no members of the public spoke and the hearing was closed at 5:44 p.m. Council members described these steps as “housekeeping” required for the grant application process. The packet included maps and a written designation of the blighted area and staff reports describing qualifying needs such as sidewalk repair and lighting improvements.
Council did not take additional action beyond adopting the resolutions and closing the public hearing. The council did not specify grant award amounts or a project timeline in the meeting discussion; those items typically follow after application and award.
