A Memphis city committee voted to approve the sale of a city‑owned parcel at 738 Williams Avenue (Parcel ID 01401000030) to Dream Builders LLC, a private developer that told city staff it plans to build single‑family homes on the site.
Carlton Osborne, the City of Memphis real estate manager, presented the parcel and the developer’s proposal at the Public Works, Solid Waste and General Services Committee. Osborne said the city acquired the property in a tax sale in 2024 and that Dream Builders is a “reputable company” that had presented floor plans for houses likely to be listed around $200,000.
Committee members asked about the number of houses planned and whether the homes would be for sale or for rent. Osborne said the developer’s stated plan was to resell the homes; if the properties did not sell in a “proper amount of time,” the developer indicated they would instead rent them.
Council members voiced support for redevelopment in the neighborhood. The committee approved the sale by voice vote; the chair and those present said “aye” and the measure passed.
