Committee told of $76,000 year-to-date shortfall; licensing and timing cited

At the June 10 meeting of the Adams County Solid Waste Committee, finance staff reported a year-to-date operating shortfall of about $76,000 and explained the timing and expense drivers behind the figure.
Kyle, finance staff, said the committee should expect comments where revenue or expense lines are materially off pace and explained the timing effects: “So anything that's, any revenues that are under roughly 42%, you're gonna see a comment on. And any expenses that are over 42%, you're gonna see a comment on.” He told the committee that a large annual license payment posted in May and that some towns are invoiced for curbside collection only twice per year, which delays recognition of those revenues.
Kyle said the $76,000 loss reflected those timing and payment patterns and that revenues billed semiannually should reduce the apparent shortfall as invoices are issued later in the year. Committee members asked about cost drivers; one supervisor noted engineering fees and maintenance costs are higher than typical for this point in the year and described both as approaching about 80% of expected year-to-date totals. The committee discussed monitoring those lines and said staff will continue to report monthly.
No formal budget action or vote was taken at the June 10 meeting; the report was informational and staff indicated they will continue to track revenues and expenditures and return updates to the committee.
