Council approves site-plan amendment for 1021 Peoples Square; planner says parking meets ordinance

The Waterloo City Council on May 12 approved a site-plan amendment for property at 1021 Peoples Square to allow changes in use in a C-1 C-Z conditional zoning district for Mizuhraven Iowa LLC.
Noel Dola Anderson, community planning and development director, told the council the current parking allocation meets ordinance requirements for the tenants already proposed. "Currently, the parking requirements: the restaurant is required to have 12 stalls. The smoothie place, 10. Jersey Mike's, 10. Cost Cutters, 10... that's 42 stalls," Anderson said. He added that the property has an additional 4,800 square feet assumed to be retail, which by ordinance would require roughly 24 more stalls, and that the site has 66 stalls on its portion of the parking lot plus a shared-parking agreement with the adjacent site.
Council members asked about building plumbing and sanitation requirements for a restaurant use; Anderson said the project must meet building and plumbing codes and noted recent permit changes that should address concerns.
A public hearing was opened and closed without public commentary during the meeting, and the council voted to receive and file recommendation and to consider and pass an ordinance amendment to the official zoning map by amending ordinance number 5079, section 10-4-4.
Council recorded affirmative votes for the motion to approve the site-plan amendment and to adopt the ordinance on initial consideration.
