Cochise County Flood Control District adopts tentative $9.9 million budget; schedules truth-in-taxation hearing for July 8

The Cochise County Flood Control District board adopted a tentative budget for fiscal year 2025–26 on June 10 and scheduled a truth-in-taxation hearing for 10 a.m. July 8 in the Board of Supervisors hearing room in Bisbee.
Supervisor Crosby moved to adopt a tentative budget "in the amount of $9,000,948.14," and the motion carried after debate, with the board recording a 2–1 vote to approve the tentative budget. The board also voted 3–0 to set the statutory truth-in-taxation hearing for July 8 to receive public comment on the proposed tax levy.
Staff said the tentative package holds the district rate flat at 0.2597 but that an increased levy is expected because assessed property values rose. Miss Gilmer, a district staff presenter, told the board the detailed budget is attached to the agenda and that the package includes a contingency of $1,240,000. During discussion staff gave a slightly different headline figure, saying the total budget was $9,948,000; that difference was discussed but not reconciled during the meeting.
Supervisor Crosby proposed an amendment to set the flood-control property-tax rate to 0% for the coming year; that submotion failed by a 2–1 vote after supervisors debated whether to set the rate now or wait for planned work sessions. Deputy County Administrator Joe Casey told the board work sessions later that day would review how budgeted funds would be spent and that the board could reduce the rate before final adoption. He said statutory deadlines allow the board to set the final rate later in the summer.
The board approved a motion to schedule a truth-in-taxation hearing pursuant to A.R.S. § 48-254 for July 8, 2025, at 10 a.m. in the Board of Supervisors hearing room, Building G, 1415 Melody Lane, Bisbee. Staff emphasized that setting a tentative budget now does not preclude revising the rate or final budget before the statutory final-adoption deadlines in July/August.
