The Cedar Rapids City Council on May 27 held a public hearing and approved applying for Community Development Block Grant Coronavirus (CDBG‑CV) funds identified by the Iowa Economic Development Authority to support homeless operations at Willis Dady emergency shelter.
City staff explained the funds are previously unspent 2020 CDBG‑CV allocations that IEDA has reallocated in a noncompetitive round with eligible agencies and award amounts identified. The proposed activity would fund operational costs at Willis Dady (facility maintenance, wages and staff expenses) that have no other funding source; the city would also receive a $1,500 allocation to cover its administrative role. Staff said the activity meets the CDBG national objective to benefit low‑ and moderate‑income persons at 100% and would not trigger Uniform Relocation Act requirements.
Community Development staff noted the funds must be expended by May 2026 and that the city has a history of using CDBG funding for shelter staff costs; this round would permit operational expense support. The council adopted the resolution to submit the application; staff said IEDA had already identified the eligible award and the application will be submitted on June 1.
No public objections were recorded during the hearing.
