The Cedar Rapids City Council on May 27 received the final Cedar Rapids Music Census Action Plan from Sound Music Cities and city staff. The plan sets a two‑phase approach: build foundation steps such as appointing a time‑limited music task force and staff liaison, then activate and strengthen the music ecosystem through leadership programs, regulatory streamlining and targeted investments.
Don Pitts of Sound Music Cities told the council the census captured lived experience from musicians, venues and industry and found that cumbersome permitting, unclear sound and event rules, and a lack of municipal music expertise were recurring concerns. The report proposes a 9–12 month time‑limited task force to guide implementation; simple, low‑cost actions such as a monthly music newsletter; a pilot to streamline permits for small public‑facing events; a “Leaders in Music” development program modeled on Nashville and Austin; and support for local music journalism.
Councilmembers thanked the consulting team and staff. Councilmember Todd said the census supplied data the council had previously lacked and said the work should pair with downtown activation efforts such as Green Square Park programming. Members of the arts, venues and economic development community—Venueworks and the Cedar Rapids Metro Economic Alliance—were identified as key partners in implementation. Don Pitts highlighted equity and youth engagement: the census sample was 93% white and 67% male, and the plan recommends targeted outreach and youth programs.
No formal policy vote was taken. City staff said they will discuss next steps during upcoming priority‑setting sessions and may convene partners to define a work program and timeline for the recommended task force and phase 2 actions.
The plan and interactive dashboard were posted at cedarrapidsmusic.com, and the council signaled broad support for using the plan to inform future project and budget discussions.
