Proponents of numeric thresholds said measurements such as cubic yards or square feet give objective triggers that help staff and residents know when a review is required. Others argued a purely numeric test can miss common scenarios that cause neighborhood drainage problems—small-scale regrading, installation of retaining walls or concentrated importation of material that does not use heavy machinery. The group noted that street permits and building permits often catch larger excavations (because heavy equipment or truck access is evident), but smaller actions by homeowners can still change flows without triggering other permitting processes.
After discussion the group coalesced around language that would trigger the bylaw where a land-disturbing activity changes grading or existing water flow and results in additional surface water being shed onto other properties, public infrastructure or natural resources unless an engineering analysis shows the change will not increase off-site runoff. Participants said the final, enforceable measurement details would be set in regulations so the town can describe the required engineering demonstration and administrative procedures.
Members also clarified related technical thresholds used elsewhere in the draft, including how a 25% increase in impervious area and a 50% rebuild threshold (zoning definition for 'new construction' when >50% of an existing structure is removed) interact with stormwater applicability. The group asked staff to move the new grading/water‑flow trigger language into the consolidated applicability section and to draft regulatory standards for its implementation.
