Commission repeals and reissues enterprise-zone agreement to include missed parcels for GMA project

The Sandusky City Commission on June 9 repealed Ordinance No. 25-115 (passed April 28, 2025) and reauthorized an enterprise-zone agreement to include additional parcels for the GMA Asset Management Group LLC project at 314 West Market Street and 233 Jackson Street.
City staff said the applicant inadvertently omitted several parcels in the earlier ordinance and the repeal-and-replace restores the full parcel list. "We are bringing this back, repealing the ordinance that was already approved and bringing it back with the entire parcel and all of the different addresses," a staff member said. The roll-call vote on the motion recorded support from a majority of commissioners; two commissioners registered abstentions during the proceedings.
Commissioner Murray clarified how taxable value adjustments are made: county appraisers set post-improvement values and those values determine the amount of tax relief. He said appraisal comparisons use market-driven approaches and that eligible improvements include permanent interior fixtures and exterior work (not removable furniture).
The commission also noted that the tax abatement for the project is a 10-year, 75% abatement and that affected taxing districts, including schools, were notified as part of the process.
Actions taken: the commission voted to repeal the earlier ordinance and pass the corrected enterprise-zone authorization under Section 14 of the city charter. The motion passed; two commissioners recorded abstentions during the final roll call.
