EDC outlines DCIP application plans; NOFO not yet released and maximum request caps noted

Representatives from the Junction City Chamber and Economic Development Council briefed the city commission on preparations for a Defense Community Infrastructure Program (DCIP) application aimed at road improvements and other infrastructure work tied to Fort Riley.
Micky Furnardin, speaking for the EDC and Chamber, described the committee’s outreach since September and said the group has obtained three letters of support from federal elected officials. He told the commission, “We have not seen the NOFO yet. The Notice of Funding Opportunity has not come out from OLDCC yet,” and shared staff guidance that the NOFO is typically released in late April but may be delayed. Furnardin said the program’s cap allows applications up to $20 million but that typical awards have been substantially lower; he cited prior award sizes and said the highest recent award he could track was roughly $14.7 million to a base in 2020.
Commissioners asked whether local work already in progress — specifically planned work on Grant Avenue — would hurt the application. Furnardin said he had asked OLDCC staff directly and was told that local matching funds do not provide an advantage: “You could tell us you’re giving us $30,000,000 and it’s not gonna make a difference.” He added that the DCIP selection list is ranked and funds are allocated until the appropriation is exhausted.
Furnardin told the commission the likely application due date being circulated internally was June 16, with awards announced later in the summer and that, if selected, funding might not be available for many months. The commission did not take formal action on the briefing but discussed coordinating city projects so small overlays would not impair a future DCIP application.
