Board members said the parcel had been under contract to a healthcare provider identified in the meeting as Candy Industries, which sought to close but encountered title issues traced to a prior owner identified as Maggard. Land Bank staff and the broker had tried to obtain signed documents from the previous owners and had informal offers from the buyer to help facilitate cleanup, but communication stalled.
Lance Custer, the land bank broker, told the board he would attempt further outreach to the prior owner and, if that failed, pursue a formal quiet-title action. "If we need to, we'll file the quiet title action and then go from there," Custer said.
Board members voted to authorize staff, the city manager, the city attorney and the broker to proceed as necessary to resolve the title and allow the transaction to be completed through a title company. The board did not record any deadline for those actions at the meeting.
