Public works staff said the project will apply a GSB‑88 oil‑based sealant product designed to extend the life of pavements that are still in good structural condition; the product dries within a couple of hours and is commonly used to preserve surfaces and delay the need for mill‑and‑overlay reconstruction. The board was told the treatment is expected to add roughly seven to eight years of service life to the selected streets.
Project procurement and cost: Staff reported that Farner Asphalt Sealers Inc. was the only bidder on the public solicitation. The agenda originally listed a numeric typographical error for the award amount; during the meeting trustees corrected the figure and approved the award (contract figure recorded in the minutes and motion was carried). The project was described to cover approximately 17,500 square yards of roadway in the Windrush subdivision; staff said the roadways were selected because they remain in suitable structural condition for a preservation treatment.
Trustees asked about reapplication cadence and whether streets could receive the treatment again; staff said roads in good condition can be reassessed and the treatment reapplied as warranted and that the approach is intended to extend service life and reduce the frequency and cost of deeper pavement reconstruction.
The board approved the contract and directed staff to schedule work with the contractor.
