The Hays City Commission on May 22 approved the April 2025 financial statements after a presentation by Kim Rupp, director of finance.

She told the commission that timing of sales‑tax receipts from the state accounted for a large portion of the year‑over‑year variance and that transient guest tax receipts and miscellaneous revenues had increases tied to timing and asset sales. "Revenues in April totaled $3,000,001.47," Rupp said, and she noted that General Fund sales tax collections for the reporting period were $693,005.47 — a decrease of about $37,000, or roughly 5% compared with the same period last year.
Expenditures in April were higher than the prior year for several items Rupp identified, including airport improvement work and capital projects; she also highlighted lower expenditures in other areas where work had been done the prior year. Total investments were reported as up $944,006.26.
Commissioners asked about the sales tax decrease and whether May receipts (which include state transfers for March and April activity) would clarify the trend; Rupp said May numbers were not yet available but expected soon. The commission voted to accept the April financial statement; the motion was moved by Commissioner Musil and seconded by Commissioner Barrack and passed 5-0.
