Council awards $448,784 contract to Barclay Construction for arterial crack repairs

The Andover City Council on June 11 awarded a contract to Barclay Construction of Wichita for arterial large-crack repairs, approving a not-to-exceed amount of $448,784.20 and rejecting the other bids.

Rick (city public works staff) explained the project is intended to repair large thermal and other major cracking in arterial asphalt streets before overlay work is performed to reduce the risk of cracking reflecting through a new surface. "We prefer to get that repaired in advance prior to any surfacing...these are all arterial streets, and these are all either gonna get overlaid or what we call an ultra thin bonded, thin overlay," he said. Staff noted areas around schools were identified to avoid work while school was in session and that schedule coordination with contractors may push some work into the following year.

Council member Tim Berry asked about bid evaluation and addenda; staff explained one bidder (Kansas Paving) did not acknowledge Addendum 1 — which increased patch width from two feet to four feet for arterial work — and that omission disqualified that bid from consideration. After discussion, the council accepted the lowest qualified bid from Barclay Construction, Wichita, Kansas, in a motion authorizing the mayor to sign the contract; the motion passed 6-0.
