Board authorizes superintendent to sign rare residential-placement agreements for special education

The Warrick County School Corp. Board of School Trustees voted to authorize Superintendent Abby Redmond as the school corporation’s designee to sign agreements for alternative services and private residential school placements for students with disabilities in rare, time-sensitive cases.

Director of Special Education Leticia Wagner explained the authorization is intended to speed processing of special-education excess-cost applications that face stringent timelines. Wagner and Redmond said the practice is not new but is used in rare cases when the timing of state funding applications and available residential placements require action before the next board meeting. Once the designee signs and the paperwork is sent to the Indiana Department of Education, the placement authorization stays in place for one year, Redmond said.

Board members discussed how the district had handled these situations previously; the superintendent and director said the exception is used infrequently and follows extensive work with families and staff. A motion to approve naming Redmond as the district designee was made by Mr. Fred and seconded by Mr. Mosby and passed with no opposition recorded.

The board’s approval is administrative: it does not change eligibility or funding rules but authorizes a district official to sign on the corporation’s behalf to meet external deadlines for funding and placement decisions.
