Cowlitz County approves $60,000 contract for on-site case management at Sunrise Village

Gina James, of Cowlitz County Health and Human Services, told the board the contract is capped at $60,000 total and "will run over a 3 year period, and that's the total contract amount. That's not $60,000 each year," and that the funds are intended to support on-site case management for residents.
The board was told Sunrise Village includes set-asides for residents at lower income levels: James said about 24 units are designated for households at or below 30% of area median income, with additional units for households at or below 60% of area median income. James said some HUD vouchers will be available for a subset of units. She said rent levels were not specified at the meeting.
During discussion commissioners and members of the public pressed for contract language on oversight and building condition. One speaker cited application and deposit costs and asked whether those immediate move-in costs would be covered; James responded the county's $60,000 award covers only case management services, not deposits or moving costs. Commissioners asked that the agreement include annual reporting. James said the reporting language will be corrected in the DocuSign version to require an annual report (she identified June 30 as the likely annual due date) and that the report can be asked to include updates on the building's physical condition and the populations served.
A motion to approve the agreement (agenda item 8) was made and the board voted by voice; the chair called for those in favor and the vote was recorded as "Aye." The motion passed.
Sunrise Village is scheduled to hold an opening event today at noon, according to comments in the meeting. The county will receive yearly reports from the contractor and may schedule a work session for a public update if commissioners request it.
