After unusable bid, Talbot County to rebid Easton airport runway work and apply for FAA grant

Talbot County Council on June 10 voted to reject the sole bid received for bid number 2508, Package 3, the Runway Safety Area (RSA) improvement and runway extension project at Easton/Newnam Field Airport (ESN), after airport staff said the lone bid was outside FAA-acceptable escalation parameters and unusable.
Michael Risher, the airport manager, told council the project is complex, contractors are stretched in the region and initial pricing returned well above what the Federal Aviation Administration will accept. Risher said staff will repackage the work into a smaller base bid with add-alternates to make the project more attractive to bidders and to create flexibility on time and cost. He said FAA92s Washington district office supports rebidding and allowed the county to extend its bid opening schedule to July 1.
Council voted unanimously to reject the bid and to approve a county application for an FAA grant of up to $6 million to support the project. Risher said staff will rebid in the coming weeks and prepare the grant application to be submitted on July 1.
Separately, the council also approved renewing the county92s letter of support for the airport92s participation in a deer cooperator program that permits limited, managed deer removal on the airport to reduce wildlife strike risk; the program requires a county letter of support. Council voted to renew the letter of support as requested.
