Commission approves Factory hotel but sends roofing color back for more review

The Franklin Historic Zoning Commission on June 9 approved the certificate of appropriateness for a new hotel at 230 Franklin Road in the Factory at Franklin campus, with conditions on base treatment and window details, but denied the proposed roof material/color pending additional information.
Staff review found the hotel’s overall form and relationship to the campus acceptable but requested a discernible base. The applicant presented two base options; commissioners selected the running-bond brick base (staff’s “option 2”) as the preferred treatment because it best matches on‑site precedent. Emily Clindon, staff planner, told the commission that both base options would satisfy the zoning ordinance’s requirement for a discernible base but noted staff’s guidance that the base should relate to nearby historic buildings.
Applicant representative Reed Talley said the design team had adjusted the roll‑lock detail so the base aligns with the bottom of first‑floor windows and argued that common running-bond brick would tie the new hotel visually to adjacent Factory buildings. Talley also presented a galvalume-style metal roof sample and said the proposed finish would weather to a dull gray similar to on‑site roofing materials.
Commissioners accepted the hotel plan and the running-bond brick base but raised concerns about the proposed unpainted metal roof sample’s initial brightness and the lack of long-term patina examples. A motion to remove the roof from this approval passed: the commission denied the roof material/color and directed the applicant to return with additional samples and documentation (including aged examples or mockups) before the roofing and gutter details are approved.
The vote approved the hotel COA with staff conditions (including final window, door, and base details) and established that roof material and color must be the subject of a later submittal and review. The applicant agreed to provide additional material samples, mockups and more detailed gutter/lighting information for subsequent review.
