Routt County commissioners authorized submission of two federal grant applications on May 27: a $250,000 application to the Safe Streets and Roads for All (SS4A) program to hire a consultant to develop a Comprehensive Safety Action Plan (CSAP), and a $250,000 application to the Multimodal Transportation and Mitigation Options (MMTO) fund to create a multimodal plan focused on the Brandon Circle area.
Grant administrator staff said the SS4A application requires a 20% local match and that the Road & Bridge department has identified match funding; the grant review committee recommended moving the application forward. The SS4A application deadline is June 19; staff requested letters of support from local and regional partners and asked commissioners for help securing outstanding letters on a short timetable.
For the MMTO application, staff noted an initial draft had been submitted to clarify potential match adjustments; the grant program allows requests to reduce the required match if project-area criteria are met. Staff sought authorization to continue in the process and to pursue the requested $250,000 if the final match terms are confirmed. Commissioners discussed CDOT coordination and reported ongoing efforts to secure clarity on funding availability from regional transportation partners; one commissioner urged added advocacy and coordination with state and federal representatives given uncertain program funding and timelines.
The board moved and approved both submissions after the grant review committee endorsements. Staff said they will report back on any match changes and on notification of awards (SS4A notifications expected late summer).
