The Rock Island City Council on June 9 approved a traffic-engineering committee recommendation to change parking controls on blocks near the Math & Science Academy and neighborhood park.
Petitioner Tracy Smith presented a petition and described persistent parking and drop-off congestion on 20 First Street and 20 Second Street between Sixteenth and Eighteenth Avenues, including safety and emergency-vehicle access concerns during school drop-off and youth sports. Smith asked that 20 Second Street be resident parking on the west side and that no parking on the east side be removed to allow parking for families attending park activities; she also requested resident parking on 20 First Street on both sides.
Council, after discussion about prior neighborhood notification and enforcement implications, voted to adopt the traffic-engineering committee recommendation as originally requested: install residential parking Type B on the East and West sides of 20 First Street from Sixteenth to Eighteenth Avenue and to install no parking on the East side of 20 Second Street from Sixteenth to Eighteenth Avenue (per the original request). The roll call shows affirmative votes by the full council.
Public works staff and councilors noted concerns about notifications to residents and enforcement workload; one councilor asked staff to work with the neighborhood to finalize details if additional changes are later desired.
