Routt County authorizes two liquor-license applications: Haymaker Patio Grill transfer and Home Ranch new license

The Routt County Board of County Commissioners on May 27 authorized two liquor-license matters: (1) a transfer of a hotel-and-restaurant license with optional premises for Haymaker Patio Grill (doing business as Haymaker Patio Grill, 348555 US Highway 40 East, Steamboat Springs), and (2) authorization for the chair to sign a new hotel-and-restaurant license application for Home Ranch Hospitality LLC (the Home Ranch) at 54880 County Road 129 in Clark.
Staff told commissioners that investigation reports had been sent to local agencies and that environmental health and the sheriff returned no objections for Haymaker; the fire department had not yet provided its report. The application fees had been paid through the state portal. A commissioner asked whether the Haymaker address was in Steamboat Springs; staff clarified it is outside city limits but uses a Steamboat Springs address.
For the Home Ranch application, staff reported a site visit by environmental health (retail food plan review approved 05/23/25) and that a preoperational inspection and confirmation of fire-code compliance are required before issuance. The applicant said the property historically had a liquor license but had not been open to the public; they intend to serve guests, owners and members, and expect five to 10 private events per year. Commissioners discussed process options (for example, whether an approval should be contingent on final fire signoff) and staff said the typical approach is “no news is good news” but they could return if fire reported problems.
The board moved and approved the chair’s authorization to sign the Haymaker transfer application and then approved authorization for the chair to sign the Home Ranch application. The motions passed by voice vote with commissioners indicating “Aye.” Staff said they will notify the board if any required agency report (notably fire) returns an objection or conditions that affect issuance.
The board also briefly discussed a policy question about whether two-year renewal options on state forms should be treated administratively or referred for hearings; staff said they would return with a recommendation once the state’s process is clearer.
